Amendments to the Bundaberg Regional Council Planning Scheme have been adopted following endorsement from the State Government Planning Minister.
In 2022 Council resolved to make a Qualified State Interest amendment to the Bundaberg Regional Council Planning Scheme, Amendment No. 11 (Building Height Amendment).
This amendment will strengthen the scheme’s provisions relating to building height, particularly for development in coastal locations within the sea turtle sensitive area.
The changes seek to:
- provide greater certainty to building heights, including providing the opportunity for community input (through the impact assessment process) on any development proposal within the Sea turtle sensitive area that exceeds the building height nominated for the zone;
- minimise adverse impacts from development on sea turtles
- protect the character and amenity of localities.
Minister for State Development, Infrastructure, Local Government and Planning Steven Miles approved the amendments and congratulated Council in his response.
“I am pleased to advise that in accordance with the MGR, I am satisfied that the proposed amendment meets the requirements of a qualified state interest amendment and that the council may now adopt the proposed amendment,” Mr Miles said.
“I congratulate the council for reaching this important milestone and I am pleased that the adoption of this amendment will bring much needed certainty to the Bundaberg community moving forward.”
Bundaberg Regional Council Strategic Planner Evan Fritz said residents should be aware that the amendment to the planning scheme doesn’t change building height limits along the region’s coastline.
“To clarify, the amendment to the planning scheme does not increase building heights at Bargara or in any other location within the Bundaberg Region,” Mr Fritz said.
“It is noted that both the current and superseded Planning Schemes have provided for five storey development in the High Density Residential zone at Bargara for the past 46 years, since 1976.
“The amendment is consistent with, and replaces, the Planning Minister’s Temporary Local Planning Instrument (TLPI), which has limited building height in the High Density Residential zone at Bargara to five storeys along the esplanade and to six storeys for a small number of lots not fronting the esplanade, since 2019.”
Following its adoption, the amendments will be applied to the Bundaberg Regional Council Planning Scheme and take effect from 10 March 2023.

It’s good that $10 million is being put to an Aged Centre since the years of experience the Aged can offer in decent pursuits can be converted by the astute into productive value many times more.
The planning regarding turtles and building projects appears to offer future benefits.
Getting many improved facilities for the young and especially the disadvantaged young offers advances in all areas of endeavour of the future communities in the Bundaberg Region, even if there seems to be an overload of care and attention required because the Bundaberg Council offers improvements beyond other Regions.
